Using a mixture of data analysis and qualitative research we explored the barriers to pay progression amongst people paid up to 20% above the minimum wage. Key results are the vulnerability of part-time workers, and in particular those with children of pre-school age. In practice this means that women who are on low wages are much more likely to be “stuck” there.
